Trump's Progressive Alarm Overlooks The Continent's True Threat: Technological Stagnation.

Donald Trump's security policy document presents a misguided assessment of the European Union. The document asserts that unrestrained immigration and what it terms "progressive" policies pose an existential risk to European civilization. Yet, this argument rests on a serious misinterpretation of the reality. The actual danger confronting Europe is not societal but technological and economic backwardness.

The Stark Growth Divide Between the US and Europe

Statistics reveal a sobering picture. From 2008 and 2023, American economic output grew by eighty-seven percent, while a paltry thirteen and a half percent growth for the EU. During this time, European income per person dropped from over three-quarters to just half of the US level. Remarkably, even Mississippi now boasts a greater average income than several leading European economies like France and Italy.

Currently, about half of the world’s 50 largest technology firms are American, while only four are European.

The Technological Deficit: The Core Question

The growing economic gap is driven by superior efficiency gains in the US, largely due to breakthroughs and better use of resources. The landscape of global tech dominance is overwhelmingly US-centric. In the last five decades, hundreds of American startups have grown into companies valued at more than ten billion dollars, versus only fourteen in the European continent.

This gap prompts a vital question: In the race for future industries like AI, semiconductors, and fusion energy, what is Europe positioned? Experts widely concede it is largely a two-horse race involving the United States and China, with Europe entering at a significant disadvantage.

Root Causes of the Continent's Innovation Gap

Several key reasons explain this technological divide.

  • Financing Ecosystem: The US boasts a far deeper and more dynamic system for financing new ventures. Europe has yet to establish a genuine unified investment market, which caps the growth potential of new firms.
  • Bureaucratic Hurdles: Excessive and fragmented regulation hamper Europe. A American entrepreneur can launch a service under one set of laws to access a consumer base of hundreds of millions. The European Union, despite a larger population size, is split among 27 separate regimes, creating significant market obstacles.
  • Mindset Differences: Views on entrepreneurial failure vary greatly. In parts of Europe, business failure was once met with stigma, whereas in the US, it is often seen as a badge of experience.
  • Military Investment: The United States enjoys a deeply integrated innovation pipeline linking defense and academia. Europe's chronic underinvestment in defense has weakened its ability in breakthrough innovation.

The Road Ahead: Grounds for Hopefulness

In spite of these hurdles, there are reasons for optimism. Policymakers are growing more conscious of the existential challenge and have begun to propose serious reform. Notable reports on EU competitiveness and the internal market point to the need for major reforms.

Given appropriate policies and regulatory reforms, Europe's strengths could support much higher levels of commercial innovation.

The continent retains significant advantages: high-quality human capital, top-tier education systems, and premier research institutions. Alongside a large internal market and substantial household savings, these elements have the potential to trigger a new wave of venture creation.

Importantly, even if the EU does not take the lead in developing cutting-edge tech, it can still dramatically increase productivity by adopting and adapting advancements from elsewhere.

A Critical Juncture

The European Union now faces a critical crossroads. To paraphrase a famous line, economic erosion often happens "gradually and then suddenly". To date, Europe's slide in innovation has been gradual. But, if it fails to take decisive action to address its structural weaknesses, today's slow erosion could turn into a rapid and permanent decline in world influence.
